REGULAR MEETING

AUGUST 14, 2017

TOULON FIRE HOUSE

 

5:30 P.M. The Finance Committee met to go over the bills.

6:00 P.M. Public Hearing

City owns Lot #2 of the Toulon Ridge Sub Division and Terry Warren owns Lot#6. We are swapping Lot#2 for Lot#6.  They are equal in value.  No one was present to dispute the swap.

CALL TO ORDER:  Mayor Hollis called the meeting to order at 6:00 p.m. directly following the Public Hearing with the Pledge of Allegiance to the Flag.

PRESENT:  Mayor Larry Hollis, Barbara Cantwell, Bruce Fehrenbacher (Attorney), Art Nutzhorn, Donna Lefler (1st Ward), Connie Jacobson, Gene Gibler (2nd Ward), Rob Finney, Ryan Kelly (3rd Ward).

CORRECTION OF MINUTES:  Page one of July 10 minutes (under minutes) change  to just read Attorney Bruce Fehrenbacher absent not Mayor Larry Hollis. On page 2 change Ryan is mad to Ryan stated. Changed the county doesn’t have money to the township doesn’t have money. Page 4 Public Concerns: change Ryan wants the trees cut back to Ryan brought up concerns pertaining to the trees needing cut back. Page 5 Under Red Truck: change As Is!  To (Warranty As Is).

Rob Finney made a motion to accept the minutes as amended.  Art  Nutzhorn 2nd.   Gene Gibler and Donna Lefler both abstained.  Motion passed.

CITY CLERKS CASH RECEIPT REPORT:

Total Cash Receipts for July $288,331.72

On 7/11 the RE Taxes and the TIF Taxes came from Stark County Treasurer not S. Mendoza.

Ryan Kelly made a motion to accept Cash Receipt Report as amended. 2nd by Rob Finney. Motion passed.

TREASURERS REPORT:  Ending Cash Balance for the month of July $725,614.76.

Rob Finney made a motion to except the Treasurers Report. 2nd by Connie Jacobson.  Motion passed.

REPORT FROM CITY EMPLOYEES:

Ryan had a report from Gary, 4 arrests were made, one during Old Settlers. The new Female officer is Ashely Karpel from Kewanee, 26 years old.  She has all the current uniform needed because of being on the Auxiliary since 2016.  If she passes all the State requirements she will be Toulon’s first female officer. We are also having some electrical issues on the Police truck. Truck is 11 years old with some rust around the wheel wells. Need to check into getting a different vehicle for police department.  Gary would like to purchase some safety equipment with the grant money.

APPROVAL OF SUBMITTED CLAIMS:

Added ILEAS, Roach Family Septic and Aflac to the bills that need to be approved to be paid.

Rob Finney made a motion to accept the Submitted Claims as revised. 2nd by Art Nutzhorn.  5 voted yes and 1 No Donna Lefler,  Motion passed.

ORDINANCE FOR LOT SWITCH:

City owns lot#2 at the Toulon Ridge Sub Division and Terry Warren owns lot#6. A Public Hearing was done today to determine if Lot#2 can be exchanged for Lot#6.

Total value of the lots is the same. The exchange would prove useful to the municipality and it would be in the public interest to do so. The exchange of the property has been approved and the mayor and city clerk are authorized to sign the documents necessary to complete this transaction.

Donna made a motion to authorize the exchange of the Real Estate Lot#2 of the Toulon Ridge Sub Division and Lot#6 of the Toulon Ridge Sub Division.  Rob Finney 2nd. Motion passed.

DUMPING ORDINANCE:

City Council has determined that garbage, trash has been dumped on City of Toulon property causing nuisance conditions and additional expense to the City to remove unsafe and unsanitary materials.  No one is allowed to dump anything on City property whether or not a “No Dumping” sign is posted on the property. Any person violating this shall be fined not less than one hundred dollars ($100.00) and not more than seven hundred and fifty dollars ($750.00) for each offense.

Rob Finney made a motion to accept the Ordinance against dumping in the City of Toulon. Gene 2nd. Motion passed.

WATER TOWER:

The quote is still good to do the work on the tower for level evaluations not to exceed $2,500.00.  Need to approve the quote.

Rob Finney made a motion to shoot elevations on the tower so that we have a gauge on what our water level would be with the project not to exceed $2,500.00.  Gene Gibler 2nd.  Motion passed.

PUBLIC CONCERNS:

Val Wagher is concerned if the electricity is going to be repaired and if there is going to be any lights and camera in the shelter at the park.  There is a camera in the shelter but there are no lights. Mike has the lights but hasn’t got them put up yet.  The switch isn’t working but that has been fixed, needed to replace the GFI. Also the trees on south side of Commercial and Miller St. need trimmed back.  Don’t know if it’s on City property or not. Any word on the pharmacy?  Mike says they are in the process of purchasing the building.

Connie Jacobson says there are 2 lights on Main Street that are still out.  Also lights are out in front of Gibler Ice.

Jason Musselman said the National Night Out was a success with 250 people attending. Police Auxiliary just completed a 50/50 raffle which Old Settlers is a 25% partner with the auxiliary. The 25% came to about $360.00. They will be starting it again on a 50/50 drawing for the December Christmas Walk.

Mike said the spray patching should start shortly. Was waiting on the state approval to proceed forward.

SPONSOR TOULON FIREMEN BUNKER GEAR RUN:

Larry was contacted by Bob Rennick for the Toulon Fire Dept. asking for sponsorship.  Gave $250.00 last year. 9 Fire Fighters ran in the run this year. All money goes towards gear.  Connie made a motion to give the Toulon Firemen Bunker Gear Run $250.00.  Rob Finney 2nd.  Motion passed.

TIF:

Rob Finney made a motion to pay the Jacob & Klein bill for $398.85. Ryan 2nd. Motion passed.  Rob Finney made a motion to pay The Economic Development bill for $1,595.40.  Connie Jacobson 2nd.  Motion passed.

The final draft is done for the end of year fiscal report on TIF.
