Minutes of the April 18, 2019 Special Meeting

CITY OF TOULON

SPECIAL COUNCIL MEETING

APRIL 18, 2019

PRESENT:    Mayor, Art Nutzhorn, Donna Lefler (1st Ward), Connie Jacobson, Gene Gibler (2nd Ward), Rob Finney, Ryan Kelly (3rd Ward), Barbara J Cantwell

CALL TO ORDER:  Mayor Hollis called the special meeting to order at 5:30 p.m. and led the Pledge of Allegiance to the Flag.

TIF:  Mayor Hollis spoke about the TIF and explained how the TIF program works.  The TIF is for infrastructure improvement & economic development projects.

Toulon Market LLC has submitted a TIF Increment Financing application for costs to rehabilitate the building, purchase the property and various other TIF eligible costs.

Jim Nowlan spoke and introduced Sean Park of Rushville.  Sean will work with Julie and Ben on counseling and how to run and start up the business.  

Rob Finney made a motion to give the Toulon Market LLC a total of $127,505.88.  $50,000.00 will be in escrow and paid as bills are presented, $30,000.00 will be given when the project is completed and the store is opened and the remainder of $47,505.88 to be paid at $9,501.18 increments each anniversary date of the store being opened for 5 years.  Gene Gibler 2nd   Ryan Kelly voted no, motion passed.

AMEREN LIGHTING PROJECT:  Rick Howerton came to Toulon and went through all the city buildings, he represents H & H Industries, Inc.  He took pictures and evaluated what lighting system we have now. Our lights are all outdated costing us $923.00 for the replacement of LED lights at the City Hall, water treatment plant and the restrooms.

It will cost $1,495 to replace with the LED lights at the wastewater treatment plant, office and bath fixtures, shop garage and light on the overhead door.

Gene Gibler made a motion to move forward to replace lighting and some fixtures at the water treatment plant, the City Hall, shop and wastewater treatment plant.  Ryan Kelly 2nd motion passed.

Gene Gibler made a motion to adjourn at 6:37.  Art Nutzhorn 2nd motion passed.
