CALL TO ORDER: Mayor Hollis called the regular meeting to order at 6:30 p.m.
and led the Pledge of Allegiance to the Flag.
MINUTES TO THE NOVEMBER 9, 2020 MEETING: 1 st page, last paragraph, 2 nd
sentence, added except after the word done. Added corner of Main &, after the
word on, on 2 nd line. Jason Musselman made a motion to accept the minutes as
amended. Art Nutzhorn 2 nd , Connie Jacobson abstained, Mayor voted yes, motion
passed, (Ryan Kelly, Donna Lefler absent)
MINUTES TO THE NOVEMBER 24, 2020 SPECIAL MEETING: 1 st page, last
paragraph, 8 th sentence changed $575,000 to $325,000 a total cost of $575,000.
The 11 th line changed wording to septic systems from septic’s. Jason Musselman
made a motion to accept the minutes as amended. Rob Finney 2 nd , Art Nutzhorn
abstained, motion passed, (Ryan Kelly, Donna Lefler absent).
CASH RECEIPT REPORT: Total Cash Receipt for November 2020 is $245,859.35.
Rob Finnney made a motion to approve the Cash Receipt for November 2020.
Connie Jacobson 2 nd motion passed. Ryan Kelly, Donna Lefler absent.

TREASURER REPORT: Treasurer Report for November 2020 is $1,166,903.47.
Rob Finney made a motion to accept the Treasurer Report for November 2020.

REPORT FROM CITY EMPLOYEES/COMMITTEE CHAIRMAN: Jake Streitmatter
reported the furnaces have been installed at the water plant. The boring has
been completed with Mid Century. A blend valve had to be changed at the water
plant which was done by Jerry from Esco. Also, the fuel tanks are back to working
order at the sewer plant.
APPROVAL OF SUBMITTED CLAIMS: Rob Finney reported there was a change on
the Farm King bill. Changed acct to 52-00-512 and 01-52-928. Under Ferguson
Waterworks changed the last acct to 52-00-528. Hawkins added acct 51-00-830
for $1,556.00, 51-00-656 for $1,392.82. Rob Finney made a motion to accept the
Submitted Claims as amended. Connie Jacobson 2 nd motion passed. (Ryan Kelly,
Donna Lefler absent).
ATTORNEY REPORT: Mr. Evans will be finishing the Codifications and will be able
to vote on them in January.
LIFT STATIONS: Justin Reeise reported everything is moving ahead well. Plans
are starting to get pulled together. Mayor reported he talked to the bank and
they are willing to work with the City and charge an interest rate around 1%.
UPTOWN SIDEWALK PROJECT: Justin Reeise reported he has submitted the
lighting project to IDOT for approval.
LEVY ORDINANCE #913: Rob Finney made a motion to pass the Ordinance #913
Tax Levy Ordinance 2020. Jason Musselman 2 nd motion passed (Ryan Kelly, Donna
Lefler absent).
PUBLIC CONCERNS: None

LEEZER INSURANCE: John Leezer was present to report on the renewal of
insurance. John met with all employees and updated everything. Jason
Musselman made a motion to renew with Leezer Insurance for $39,473.00.
Connie Jacobson 2 nd motion passed (Ryan Kelly, Donna Lefler absent). Art
Nutzhorn abstained.
MFT RESOLUTION: Justin Reeise reported there are 3 types of MFT payouts, the
normal allocations, the supplemental payout, and twice a year for 3 years the City
will get around $14,000 which is part of the Rebuild Illinois. With the extra
money, the City will be able to address more street repairs. Justin put together a
new resolution for $120,000. Jason Musselman made a motion to approve the
MFT Resolution for the fiscal year 2021. Rob Finney 2 nd motion passed (Ryan
Kelly, Donna Lefler absent).
CHRISTMAS BONUS: Jason Musselman made a motion to pay $250.00 to full-
time employees, Barbara Cantwell, Jake Streitmatter, Josh Allen, Gary Bent, and
$125.00 to part-time Teresa Macy, Ron Jackson, Al Gloyd, Abbey DeSplinter. Also,
give Gary $500.00 for the police dept. to distribute how he wants. Rob Finney 2 nd
motion passed, (Ryan Kelly, Donna Lefler absent).
HAZARD PAY: The Federal Government gave the State of Illinois money and in
turn, the State of Illinois gave money to the municipalities for mitigation expenses
and Hazard Pay for employees who worked from March 1, 2020 thru November
31, 2020. This program was called the Illinois Cure. Jason Musselman figured the
employees pay from that time period by using the Budget Analysis Report which
totaled $165,236.89, take that times 5% you get $8,261.84 pay to the full-time
employees and the part-time employees that worked and are still working for the
City. The balance of $45,921.47 is the eligible expenses from the police
department making a total of $54,183.31, which is the hazard pay and the police
salaries. Jason Musselman made a motion to approve a 5% hazard pay for
current employee salary and hourly wages earned from March 1 thru November

MANHOLE – SOUTH FRANKLIN: Jake Streitmatter reported that there is one
manhole that needs to be repaired on South Franklin St as soon as possible. J.C.
Dillon gave a quote for 5 manhole repairs and 15ft of curb and gutter for a total of
$17,250.00. Jason Musselman made a motion to accept the JC Dillon for 5
manhole repairs and 15ft of curb and gutter for $17,250.00. Art Nutzhorn 2 nd
motion passed (Ryan Kelly, Donna Lefler absent).
RECHARGEABLE LIGHTS AND TOOLS: These are lights and tools that are needed
when an emergency occurs such as water main breaks in the middle of the night.
Jason Musselman made a motion to purchase the tools and 2 lights from Grainger
to make a total of $1,896.08 with approx. shipping charges. Art Nutzhorn 2 nd
motion passed (Ryan Kelly, Donna Lefler absent).
NEW YEARS EVE HOURS: Mayor set the hours for New Years Eve to close at 1:00
a.m. and last call at 12:30 a.m.
INSULATION HEAT TRACE: Jake Streitmatter reported the heat trace has been
installed. The heat trace needs insulation and wraps in aluminum to prolong the
life of the heat trace. Rob Finney made a motion to approve buying the fiberglass
insulation for the exterior piping with aluminum covering from Esco for
$1,400.00. Art Nutzhorn 2 nd motion passed (Ryan Kelly, Donna Lefler absent).
TIF: Jason Musselman made a motion to approve paying FY2021-8 to repay w/s
for manholes $11,250.00, Prairie News ad for $33.00, Police savings for ½ of body
cams $75.00 for a total of $11,358.00. Rob Finney 2 nd motion passed (Ryan Kelly,
Donna Lefler absent).
