Toulon is the county seat of Stark County.  It is located approximately 43 miles northwest and 62 miles southeast of the Quad Cities. Toulon has a population of 1400 according to the 2000 census. It is the home to the Stark County Courthouse and the Stark County sheriff department.

Toulon offers many services to it's residents. Toulon has a volunteer fire department and Stark County Ambulance Service for emergency service to it's residents.  Toulon also offers garbage pick up every Tuesday morning and recycling pickup the second and third Tuesdays of the month. Gas and electric service is provided by Ameren Cilco. Mediacom provides telephone, cable, and high speed internet service to the village. Toulon has a reverse osmosis water system and city sewer system.

Toulon has a city park adjacent to downtown with a shelter, playground equipment and basketball courts.  Toulon offers summer baseball programs for children 5 years old and up, including T Ball, softball, and baseball. The Toulon Public Library has many activities for their young readers. The Library Board is working on raising funds for a new library building.

Toulon is a member of the Stark County School District along with Wyoming.  Bradford school district send some of their high school students to Stark County High School also. Toulon houses the districts junior high and high school students. Aunt Martha's Healthcare Network is located in Toulon. Aunt Martha's provides primary health and dental care, mental health counseling for family members of all ages. Toulon is home to the Toulon Rehab and Health care Center.
